Characters could be drawn and coloured in Photoshop or Illustrator and then animated in After Effects using pivot points or the puppet tool depending on the complexity of the animation. The CG renders of the environment models from Maya will then be composited into the composition.
Make the 2D character planes 3D in After Effects to add dimension.
Environments modelled, textured and lit in Maya and maybe have some props sculpted in ZBrush or Mudbox and then exported to Maya.
Environments and props textured using toon shaders to create a cell shaded look
Use Video Copilot tutorials for 3D set extensions, camera tracing and puppet tool animation in After Effects.
